Heterogeneous Districts, Interests, and Trade Policy

Abstract

Congressional districts are key players in determining trade protection but are absent from many established political-economy models. The paper characterizes district-level demand for protection and models national tariffs as an aggregation of local preferences, with exporter interests serving as a countervailing force against protectionism.
