Inaccessibility and Compliance: Geography, Institutions, and Agency in Foreign Aid

Abstract
When geographic and institutional constraints align, cost- and information-constrained bureaucrats allocate finite attention to seemingly more solvable problems. Using project-level data on compliance with World Bank safeguard policies, the paper finds that longer travel times for bureaucrats to monitor projects reduce compliance and that structural constraints dominate individual agency.
