Diplomatic Capacity and International Cooperation

Abstract
This project examines when the capacity and expertise of diplomatic bureaucracies shape bilateral cooperation. It argues that their influence grows when political leaders face greater demands on their time and attention. Using embassy personnel histories and more than 5,000 U.S. bilateral executive agreements from 1989 to 2016, the analysis links higher-capacity embassies to increased cooperation during presidential reelection periods.
