Collusion Among Adversaries

Abstract

How can leaders provoke their adversaries into fighting? A formal model of international conflict with cheap-talk diplomacy shows how adversarial leaders can have aligned incentives to coordinate against a domestic audience. The theoretical logic is illustrated through the Franco-Prussian War, the Gulf of Tonkin incident, and the 2024 South Korean constitutional crisis.
