From Collective Punishment to Constraints on Authority: Rethinking the Impact of U.S. Sanctions on Venezuela

Abstract

A comprehensive analysis of Venezuelan economic, development, and welfare indicators from 2013 to 2023 challenges accounts attributing the country's collapse primarily to U.S. sanctions. Much of the devastation preceded financial sanctions imposed in August 2017, while several welfare indicators subsequently stabilized or improved.
